Understanding 10DLC vetting requirements
10DLC brands go through a multi-stage vetting process. After you submit your brand, The Campaign Registry (TCR) automatically performs identity verification. This checks your EIN, legal company name, and address against independent third-party sources.
What gets verified:
- EIN matches IRS records
- Legal company name matches business registration
- Legal company address is valid and matches business records
- Basic identity information is accurate
Submit your 10DLC brand for vetting
- Log in to your Infobip account
- Go to Channels and Numbers > Tools & Compliance > US Sender Registration
- Select Create brand
- Enter brand details:
- Legal company name (must match EIN exactly)
- EIN (Employer Identification Number)
- Business address (must match IRS records)
- Contact email (company domain, not free email)
- Website URL
- Select Submit
- TCR automatically verifies your information against IRS records
Complete 2-factor verification (2FA)
For public profit brands, 2-factor verification (2FA) is required as part of brand identity verification. This ensures your business contact is legitimate and authorized to represent the brand.
2FA process:
- Submit your brand with a valid business contact email address
- TCR validates the email address:
- Must be properly formatted
- Cannot be a personal or free email service (no Gmail, Yahoo, and similar)
- Cannot be a generic distribution address
- TCR performs basic identity verification (EIN matches legal entity name)
- TCR verifies that the business email is associated with the brand
- A 2FA verification PIN and link is sent from
noreply@auth.campaignregistry.com - Your brand contact follows the verification link and enters:
- First name
- Last name
- Job title
- Verification PIN from the 2FA email
- Brand transitions to VERIFIED state
noreply@auth.campaignregistry.com to your safe senders list. If identity verification or email association fails, 2FA will not be triggered. Brand shows UNVERIFIED identity status if verification fails.Request standard vetting
Standard vetting is optional and provides a compliance score (0 to 100) that affects your throughput limits.
To request:
- In Brands, find your verified brand
- Select Actions > Request Standard Vet
- Confirm the request
- TCR evaluates your brand (typically completes within 2 to 3 days)
- View your vet score in the brand details
What determines your score:
- Compliance history (no spam complaints, TCPA violations, and similar)
- Company size and employee count
- Business registration status
- Time in business
- Industry risk assessment
Throughput levels by score:
- Standard vetting not completed: 160 messages per second
- Score 50 to 100: Up to more than 1,000 messages per second (varies by carrier)

Request enhanced vetting
Enhanced vetting is a more thorough review option for when your standard vet score is unsatisfactory. It involves manual review by vetting professionals and may yield a higher score and better throughput limits.
To request:
- In Brands, select your brand with unsatisfactory standard vet score
- Select Actions > Request Enhanced Vet
- Provide additional documentation if requested
- Submit for manual review
- Vetting professionals review your brand (typically 3 to 5 days)
- Receive updated vet score
When to request:
- Standard vet score is below your needs
- You believe additional documentation would improve your score
- You need higher throughput for your messaging program
Cost: Enhanced vetting involves additional fees beyond standard vetting.
Political vetting (special use case)
Political vetting is required for 527 tax-exempt organizations that use the political special use case.
Nonprofit brands with 501(c)(3), 501(c)(4), 501(c)(5), or 501(c)(6) Tax Exempt Status qualify for political campaigns automatically and do NOT need external vetting.

Handle 10DLC vetting failures

| Identity verification failure | Verify that your EIN matches IRS Form SS-4 exactly, your legal company name matches business registration, and your address matches official records. If correct, send SS-4 documentation to sms_compliance_operations@infobip.com with an explanation and any corrected information. Infobip requests an appeal review with TCR. Expect a response within 3 to 5 business days. |
| 2FA email not arriving | Add noreply@auth.campaignregistry.com to your safe senders list and check your spam/junk folder. Allow up to 24 hours for delivery. If the email still does not arrive, contact Infobip support for a resend. |
| Standard vet score too low | Request an enhanced vet for a more thorough review, or request a score appeal with additional documentation. |
