Registering SMS senders in Vietnam helps curb spam and fraudulent messages, so that legitimate organizations can reach consumers while unwanted and malicious content is minimized. Seven networks in Vietnam support local and international traffic:

  • Viettel
  • Vinaphone
  • MobiFone
  • Indochina (Itel)
  • Vietnamobile
  • Wintel (Reddi)
  • GTel (Gmobile)

Registration requirements

Requirements for registering senders in Vietnam vary based on whether they are local or international senders. For country coverage, restrictions, and current regulations, see SMS coverage and connectivity.

The Letter of Authorization (LOA) is a crucial document in the sender registration process: it verifies the legitimacy of the sender, ensures compliance with regulations, and establishes accountability.

Sender requirements

  • Generic senders are not allowed.
  • Special characters in the sender name are not accepted.
  • The sender ID is case-sensitive. Send traffic using registered senders only. If you need two different formats of a sender (for example, Google and GOOGLE), register both.

The LOA documents are separated based on the following customer types:

  • Direct customers: usually the direct owner of the sender or brand.
  • Wholesale and partners: generally not the owner of the sender and brand, but engaged in reselling or repurposing them, depending on their business model and use case.

Local senders registration

Customers eligible to send local traffic must be located in Vietnam and target recipients within the country. All provided documents must be in Vietnamese.

Local registration distinguishes between a customer care campaign and a promotion campaign.

Transactional registration [#transactional-registration-local-senders-registration]

Mobile network operators (MNOs) categorize senders into specific sender types based on your business and the required documents below. For local clients sending transactional (customer care) traffic:

All sender types require:

  • BM02 LOA (local): signed and stamped by the person named as company owner on the business license (color scanned version, affixed stamp). If the signature is not made by the company owner, provide the LOA of the company owner to the person signing BM02.
  • Business license (color scanned version).
  • Brand certificate (if the sender name is not similar to the company name) or domain contract (if the client uses a domain to register the sender name), color scanned version.

For an application, an image from the app store or CH Play showing the company name (stamped); if the app belongs to another party, provide their LOA and identity card.

SMS template registration [#sms-template-registration-local-senders-registration]

Template registration is mandatory for MobiFone, Vinaphone, and Viettel. Complete it once your sender is approved. Compile all sender templates in an Excel file. Add the brand or sender name and list all message templates. Highlight variables in red. For OTP templates, add the sender and the app or website in the content, and provide an OTP image showing all steps from login to OTP entry, with a company stamp (color scanned version).

For example, if the sender is "Lazada", the OTP template looks like this:

NOTE

{{OTP}} and {{Contract Reference Number}} are variables that are not fixed and can be personalized depending on the SMS recipient.

BM02 template [#bm02-template-local-senders-registration]

Download the BM02 LOA bilingual (local) template. Mobile network carriers have strict requirements for accurate details, so follow the steps carefully.

  1. Client company name.
  2. Date: day/month/year.
  3. Client company name.
  4. Sender name (11 characters maximum).
  5. Traffic type.
  6. Registered business line from the business license that matches the SMS template content. If you choose the Lĩnh vực khác/Others option, provide the business field mentioned in the client business license.
  7. Complete the column depending on your traffic type: the Marketing content column for promotional samples, or the Customer care column for transactional samples.
  8. Company city and date: day/month/year.
  9. Signature and stamp from the person named on the business license. If not that person, submit the LOA from the person on the business license to the person who signs the letter.

If the SMS content does not contain 603 characters but reaches 799 bytes, the content is limited to 799 bytes, which is the maximum byte limit for SMS content.

Promotional registration [#promotional-registration-local-senders-registration]

Promotional campaigns are highly sensitive for MNOs. Because scams are prevalent, MNOs enforce strict rules for approving promotional brand name SMS content.

IMPORTANT

Forbidden promotion times (GMT+7):

  • Vinaphone: 11:30 to 13:00, 18:30 to 20:00, 22:00 to 08:00.
  • Mobiphone: 11:30 to 13:30, 19:45 to 08:00.
  • Viettel: 11:30 to 13:45, 21:00 to 07:00. On Saturday and Sunday: 09:00 to 11:30 and 14:30 to 21:00.

MNO approval schedule (GMT+7) is Monday to Friday only (no approval on Saturday, Sunday, or holidays). Vinaphone: 08:00 to 12:00, 13:00 to 17:00. Mobiphone and Viettel: 08:30 to 11:00, 13:00 to 16:00.

Other regulations:

  • Vietnamobile is the only MNO that charges a brand name fee. If you send both customer care and promotion SMS to Vietnamobile, the operator charges once for both.
  • Messages with phrases like "Happy birthday", "New notification", or "Maintenance", or promotional messages with a periodic customer care purpose, are treated as customer care content, and MNOs refuse to approve them.
  • If a hotline (1900 or 1800) is mentioned in promotional content, the calling fee must be included. For example: Hotline 18001899 (100VND/min).
  • If a prize program is mentioned in promotional content, a license approved by the Vietnam Trade Promotion Agency or Ministry of Industry and Trade is required.

Promotional sender registration steps [#promotional-sender-registration-steps-local-senders-registration]

Promotional registration is a two-step process: first register the sender declaration certificate with the Vietnam Ministry of Public Security, then register the promotional sender with MNOs through Infobip.

Step 1: Sender declaration certificate with the Vietnam Ministry of Public Security

Register the Sender Declaration Certificate with the Vietnam Ministry of Public Security (MPS) according to the guidelines on the government page. Contact the person in charge (PIC) on the government page for further instructions.

Contact the government directly to complete this certificate before registering the promotional sender with Infobip in Step 2. Provide this certificate in Step 2.

Step 2: Sender registration with Infobip

Register the promotional sender with MNOs through Infobip.

After receiving the Sender Declaration Certificate with the Vietnam Ministry of Public Security, prepare another set of documents to register the promotional sender name:

  • Business license (color scanned version).
  • BM02 sender registration form: follow the BM02 guide above.
  • Marketing content commitment letter: signed and stamped by the person named on the business license (color scanned version).
  • Sender Declaration Certificate with the Vietnam Ministry of Public Security from Step 1.
  • Additional documents if the sender name differs from the company name (color scanned version).

Once all requirements and documents are complete:

  • Direct customers: contact your dedicated account manager and provide the necessary documents and sender information.
  • Wholesale and partners: contact wholesale_registrations@infobip.com and your dedicated account manager, and provide the documents along with the required sender information.

International senders registration

Clients qualified to send international traffic operate outside Vietnam but target recipients within Vietnam. The MobiFone, Vinaphone, and Viettel networks require template registration.

Prepare the following details for the registration process:

  • Company website
  • Company (entity) name
  • Company headquarters
  • Content sample
  • Traffic type (transactional, OTP, promotional, and similar)

For the brand owner to reseller LOA, remove the Infobip details and change them to your company information.

Registration forms [#registration-forms-international-senders-registration]

MobiFone/Viettel registration form: List the message templates for the sender. In the "Keyword Whitelist" column, specify a keyword to safelist within the message template. For example, if the template is "Your verification code is 12345", set the keyword "verification code" so traffic is approved even for "The verification code is 54321."

Vinaphone registration form: Complete the yellow highlighted fields by fully replacing each field with your information.

For OTP templates, add the sender and the app or website in the content, and provide an OTP image showing all steps from login to OTP entry, with a company stamp (color scanned version). For example, if the sender is "Lazada":

  1. Client company name.
  2. Date: day/month/year.
  3. Client company name.

Submit your registration

After you complete all requirements and documents:

  • Direct customers: Contact your dedicated account manager and provide the documents and sender information.
  • Wholesale and partners: Contact wholesale_registrations@infobip.com and your dedicated account manager, and provide the documents along with the required sender information. For wholesale, provide BM02 and BM04 from the brand owner to the reseller, and from the reseller to Infobip.
